Does Neo Predef powder dry up wounds in dogs?

Someone told me that Neo Pre powder (contains Tetracaine) is a pet-specific ointment that can be real effective for treating wounds, but I thought I’d check with y’all experts first since I’ve never heard of it before.

Vets prescribe this to treat minor wounds and also to relieve the symptoms of some ear infections, skin hot spots, and skin infections. Just keep in mind this product requires a vet's prescription.
